I have noted that the MCP1702 3.3v Regulator and ENC28J60 IC are getting quite hot.
Any ideas?

Which MCP1702, the one supplying the ENC28J60? (If not, you probably have 2 faults!).
Supply voltage correct?
In the area around the Ethernet chip:
Faulty Ethernet cable/load?
Wrong or faulty component, or wrong orientation?
Whisker of solder or badly etched pcb?

The ENC28J60 chip does get quite warm when in use/powered up - although you should still be able to touch it - how hot is it getting?
