The shop AC-AC adapter and the plug-top USB power supply are CE marked as is required for such devices to be legally offered for sale in Europe. As I understand it, as the rest of items are kits or components, the requirement to CE mark does not apply, nor does it apply to a self-build item for use in your own home. A CE mark is an assertion by the manufacturer, supported by the appropriate evidence (e.g. a design file), that the item meets all appropriate standards. The item does not necessarily have to be submitted for testing by a certified laboratory.
You need to consult the Canadian authorities or someone suitably qualified there for a definitive answer to what requirements might apply to you.

Basically, as I understand it, the CE mark has to be applied to anything sold that falls under the scope of the regulations. Again as I understand it, the CE mark affirms that the design and manufacture complies with all the applicable regulations.
I think you need to read either the Spanish regulations or those from Brussels to determine what you need to do. It may be that with appropriate documentation, you can certify compliance.

No, the hardware units themselves are not certified. They are currently sold as development units to allow the openenergymonitor community of developers to get involved with the project as stated in the terms of service: http://shop.openenergymonitor.com/shop-info/. We are keen to get the units certified in the future as the hardware matures to a stable state.
