I have energy meter which has 24v DC 50MA pulse output. I am confused how can I read via my arduino and what would be the required hardware for it
Please guide me with your expertise to achieve it

I do not think I believe that. Are you sure your meter gives out a 24 V d.c. pulse? It is much more likely that the meter has a switch - which could be a relay but is more usually an opto-isolated transistor - that is capable of switching up to 50 mA at up to 24 V d.c.
If you read in Resources > Building Blocks, you will find some information, but you will find much more if you search these forums for "gas meter" and "water meter".
