EmonTx 3.4 Voltage regulators configuration

I was checking the schemmatic piece by piece and everything seems to be fine and dandy but, then i got to the parth with the voltage regulators, and i have yet to see this kind of configuration, could anyone please attemp to explain me whats going on here?

 

why are there 2 voltage regulators connected like this

Yes, it's very simple. There aren't. Only the MCP1702 is fitted. There's provision for the 7805. Look carefully at the photo's, and you'll see empty holes filled with solder.

Preempting the next question, the same is done with the burden resistors. There's provision for your choice of wire-ended resistor should you wish to change the sensitivity of the input.
