There is supposed to be a short circuit between the points you are measuring in photo 4 and photo 5. Both points are connected to the ground plane.
What your meter indicates in Photo 1 will depend on the voltage it uses to measure the resistance. What you are doing is powering the emonTx and so it will draw current which will show as a resistance reading.
Have you checked both sides of the PCB carefully for solder splashes and whiskers? Your soldering looks good from what I can see from the photos, but they are not sharp and I cannot see the details.
