Looking for a suitable IR-sensor, and I can't seem to be able to get a hold of the recommended TSL261 here in Sweden.
Could this one work?

As far as I can see, it's only for visible light, not IR?

Have you tried Farnell? They have an office in Sweden don't they?

Nope - it uses a TSL257, and so works with the IR output of Elster (and other) meters.

I have a TSL257, so I'll try it first, but the spectral responsivity chart in the datasheet shows that at ~900nm it is not as sensitive as in the visible spectra. Might work though, yes, but the TSL261 is only sensitive to IR wavelengths.

Ah yes maybe you're right, might give that a try :)

It won't be as good as a proper IR sensor but it should work - or rather, others have said it does. You will need to put lots of black tape over the top though to block the ambient light.
