Most (all?) of the "mk2" installations I've seen locate the CT either within or directly in front of the consumer unit. My situation is that the electricity supply comes in via the loft, and the cables are easily accessible. It would simplify my cabling if I could clamp up there. Is there any safety or regulatory reason why I can't locate the CT before the main fuse and meter?

Short answer - no. (As long as the line and neutral are in separate cables). You aren't making a connection, you're not "abstracting electricity" so there should be no cause for anyone to object.
